Convenience store grounds of appeal information published

The grounds of appeal for Lydgate Lane convenience store planning application 10/02657/FUL have now been published on the Sheffield City Council website. You can download a PDF of it here:

The detail is in the document. If you read it you will see that the appeal:

  • challenges the council to demonstrate that the extension would cause any detriment to pedestrian or traffic safety and the free flow of traffic
  • will show that the perceived level of harm is not so great as to warrant the refusal of the development in terms of:
    1 – the need for further car parking in a local centre and whether the lack of off-street parking will lead to an increase in street parking in the immediate locality to the detriment of road users
    2 – whether the development can provide adequate on-site servicing arrangements

Minutes of convenience store planning board meeting and appeals procedure

The minutes of the planning board meeting on 2 November 2010 where convenience store planning application 10/02657/FUL was discussed are now available on the council website.

They confirm the decision of the planning board to refuse planning permission for a convenience store on Lydgate Lane in the premises currently occupied by Motor World:

9. APPLICATIONS UNDER VARIOUS ACTS/REGULATIONS

RESOLVED: b) following consideration of additional information, as contained within a supplementary report circulated at the meeting, an application for planning permission for a single/two storey extension to retail unit and use of first-floor as ancillary accommodation at Motor World, 340 Lydgate Lane (Case No. 10/02657/FUL) be refused for the reasons outlined in the report

Meanwhile, details for the procedure regarding any possible appeal have also been confirmed.

The applicant has six months in which to appeal the planning board’s decision. If an appeal is lodged, objectors to the original scheme will be notified of the appeal and invited to make further comments.

An appeal may take several forms, it could be undertaken via written representations only, a public hearing or a public inquiry, in the latter two cases members of the public can attend.

Convenience store planning application is recommended for refusal

Planning officer’s report

Prior to the planning committee meeting on Tuesday, the planning officer’s report recommends that the committee refuse planning permission for the convenience store application 10/02657/FUL on the grounds of unsuitable/unsufficient car parking accommodation and inadequate on-site servicing provision and servicing from the highway.

A decision by the planning committee is expected at the meeting on Tuesday.

Proposed convenience store for Crosspool‏

A planning application has been submitted for the retail premises on Lydgate Lane, presently occupied by Motor World, to extend the building to three times its present size.

Planning application 10/02657/FUL indicates permission is being sought to change its use to a convenience store/market, possibly by one of the big supermarket chains. Work has already begun, with the removal of a number of trees from the site.

The application raises many questions, including how this might affect the viability of the present shops in the precinct, and crucially, what added pressure will this impact on road safety, at what is an already very busy Y-junction with Manchester Road.

Residents are being invited to comment on the application before 17 September 2010 on the Sheffield City Council Planning Applications website.
